Who Is To Be Blame..............LGA OR State Government?

Good day my readers, please I bring in this topic for us to discus on the
"Importance of our LGA Chairman". For me, it has been the Attitude or behavior of our Chairman, if they want to contest, they will start distributing School Uniforms, Books, and so many things, but if they were elected into office hmmmm.........something will change eventually. The chairman of my Local Government do the same when he want to contest but after he have been elected, nobody know where he is living. But now, election is around the corner, he has started the distribution of books and others. And some people have not yet learnt their lesson, there are so many things left undone like Street roads. I believe street road are to be done by LGA. Some people are putting the blame on State Government, is it the State Government duty to look into Street or it is the duty of LGA.

Please what are the causes and who is to be blame for it?
