"Horn Free Day" in Lagos Sate

Today 15th October, 2015 Lagos State mark the first "horn free day". What surprises me is that,
as I was passing by this morning, I can hear loud and clear how both vehicles and okada are still horning as they do before. I was just thinking that, ah ah ah does this mean that, our people don't no about what is going on today or what? Or maybe it is those in my side that, are doing as they like.
